Rights and responsibilities of the Department
Moscow Land Committee is formed by the joint decree №126-2 by State Land Committee of Russia and Government of Moscow issued October 15, 1991 in pursuance of the joint order №7-280r-184r of State Land Committee of Russia, Moscow City Council and Moscow Executive Committee issued 15.02.91 “On creation of bodies of management on conducting land reform in Moscow “.
Moscow Land Committee renamed to The Moscow City Land Resources Department (orders by Moscow Government № 807-PP issued on 23.11.2004 and №51-PP issued on 03.02.2004)
Structural bodies of The Moscow City Land Resources Department are Territorial Offices in administrative districts of Moscow.
The Moscow City Land Resources Department is supervised by Viktor N. Damurchiev, the Head, Minister of Moscow City Government.
In his work the Head is helped by his deputies:

- First Deputy chief Vladimir E. Laptev
- First Deputy chief Oleg V. Ryzhkov
- Deputy chief Ivan A. Zubtsov
- Deputy chief Mikhail I. Oreshkin

Among prime tasks the Department is facing, most notable are such as:
- Fulfilling the State policy in the field of land relations and use of land resources;
- Ensuring economic-legal regulation of land use in one Moscow and control of its realization;
- Protection of the rights of the subjects of land relations;
- Ensuring record-keeping, registration, estimation and effective utilization of urban asset, including land lots and other real estate objects.
The Moscow City Land Resources Department participates in the following activities:
- Development of the city’s land policy and ensuring its realization;
- Management of the State Land Cadastre on the territory of Moscow;
- Regulation and management of land affairs within the limits of authorities delegated to it by Moscow City Administration;
- Coordination of activity of city and territorial bodies of management on perfecting the land use system.
The Moscow City Land Resources Department possesses the following rights:
- Solicit for suspend the execution of improper decisions on exemption and grant of lands;
- To participate in developing investment programs for the city as to the questions within the Department’s competency;
- To render paid services in registration, conclusion, modification, prolonging, termination of bargains involving land rights; consulting and information issue;
- To act as the lessor on behalf of the Moscow City Administration;
- To prepare proposals to the Government of Moscow about exemption of the land lots in case of their delayed development, infringement of conditions of land use;
- To issue permissions on secondary bargains with land lots lease right;
- To advance claims in judicial tribunals in protection of state and public interests;
- To receive all the necessary materials and information on issues within the competence of the Committee from natural persons, organizations, enterprises and establishments, and also bodies of Government;
- To conclude contracts, to make alterations in them, to prolong their terms, to terminate the land lease contracts in due order;
- To survey territory of both long-term and short-term land use objects, and to ensure performance of duties and obligations of land tenants;
- To develop annual and long-term plans of works and submit to the necessary approval within the framework of conducting land reform.
